Arizona Man Sexually Abused by Foster Parents as a Child is Murdered at Age 21 – Pedophiles Continue to be Licensed Foster Parents Across the U.S.

We have some sad news to report to our Health Impact News readers who have followed our reporting on the hundreds of Medical Kidnapping stories we published between 2014 through 2019. One of the most horrific stories we have ever published and have been following since 2017, is the case of David Frodsham, who was arrested and convicted of running a child pornography and child sex trafficking operation out of his Arizona, State-licensed foster home in 2017. Most of our original articles centered around then 2-year-old Devani, who was repeatedly raped and trafficked in the Frodsham foster home, and then after David Frodsham was arrested by federal agents, she was placed into another foster home by a Christian agency, where her body was scalded by hot water in a bathtub, resulting in her losing two of her toes. That foster mother is also now serving a prison term. After David Frodsham's conviction, two of his adopted sons aged out of the system, and proceeded to sue the State of Arizona, as well as the Christian adoption agencies that allowed this house of horrors to operate for years, even after they tried to report the abuses that were happening in this State-approved foster home. Both boys, as well as others, were repeatedly raped and trafficked as they grew up in this foster home. One of those boys was Trevor Frodsham, who apparently was fostered or adopted by another couple for a while after he left the Frodsham home, as he apparently took on the name "Trevor Williams." Last year (2023), we reported how the State of Arizona and the Catholic Adoption agency who were both defendants, were petitioning the court to dismiss the case, claiming that they had "qualified immunity" in the case that prevented them from being tried in court. I looked up Trevor's case today in preparing to write this article, and it was settled in November of 2023, although the terms of the settlement were sealed by the court, and I was not able to see what the terms of the settlement were. But it doesn't matter, as several weeks ago (June 17th) Trevor was shot and murdered in Tucson while reportedly sitting in his car at an intersection. The alleged murderer, Jose K. Chavez, was arrested a few weeks later on July 8, 2024. No motive or details of the murder have been made known to public at this time. But the real tragedy of Trevor Frodsham's story and the house of horrors that raped and trafficked children while being sanctioned and licensed by the State and by Christian adoption agencies, is that the exact same thing is happening right now all across the nation, where Christians and the State conspire together to kidnap and traffick children.

Arizona Wants Immunity for Social Workers Who Allowed Child Sex Abuser to Remain a Licensed Foster Parent to Sexually Traffick Children

One of the most horrific stories Health Impact News has ever covered involving child sex trafficking through the foster care system is a story we have been following and reporting on in Arizona since 2017. It started with the story of Devani, a 2-year-old child who was removed from the family who loved her, simply because the mother had a previous history of drug abuse, and then was put into the home of David Frodsham, a top civilian commander at Fort Huachuca, a major Army installation in Arizona, where 2-year-old Devani became part of a pedophile ring and was repeatedly raped. David Frodsham was eventually arrested and is currently in prison, but Devani was not placed back with her family, but with another foster family, where 80% of her body was burned. This story is so horrible, that the national corporate media has also reported on it, and last year (April, 2022), Michael Rezendes, writing for the Associated Press, provided new details of the Frodsham child sex trafficking ring operating through the Arizona Foster Care system, as three of his adopted sons came forward to file lawsuits for the years that they too were sexually abused and trafficked. And while David Frodsham is currently serving out his term in prison, the people employed by the State of Arizona and tasked with protecting Arizona foster children, who ignored complaints against the Frodshams for years, have not been punished yet for their complicit crimes to allow this evil system to continue. One of the adopted Frodsham boys, Trever Frodsham, has filed a suit against the State of Arizona, but Joe Duhownik of Courthouse News Service reported last week that the State of Arizona is claiming that the caseworkers should have "immunity" for their crimes in allowing this pedophile ring to not only exist, but be funded by the State of Arizona for years now.

Horrific Details Emerge on Arizona Foster Care Pedophile Trafficking Ring where Children Were Raped and Sodomized

We have exposed the deep corruption in the State of Arizona for years now, where historically they have a higher percentage of children taken away from their families and put into the foster care system than any other state in the U.S., as a state that is deeply entrenched in the child trafficking network with corruption reaching the highest levels of government. Statistics from 2015 showed that one out of every 100 children in the State of Arizona was in foster care. One of the most horrific stories we have covered from the State of Arizona was the case of the little girl named Devani, who was taken away from her mother against her will, and put into a foster care home in Sierra Vista with David Frodsham, who was running a pedophile pornographic and child sex trafficking ring. David Frodsham worked with the U.S. military at Fort Huachuca in Arizona, and had previously worked in Afghanistan as a "top civilian commander," but was kicked out of the country for sexual misconduct. His commanding officer wrote: “I would not recommend placing him back into a position of authority but rather pursuing disciplinary actions at his home station.” Nothing happened, however, and he continued as a licensed foster parent in the State of Arizona, where according to the lawsuit brought against him he repeatedly raped little Devani. He was convicted and is now behind bars. Little Devani was not returned to her family, however, but put into another foster home in Arizona, where the foster mother burned 80% of her body with scalding water resulting in the loss of her toes. Earlier this month (April, 2022), Michael Rezendes, writing for the Associated Press, provided new details of this child sex trafficking ring operating through the Arizona Foster Care system, as two adopted sons of David Frodsham have come forward to file lawsuits for the years they were sexually abused. There is no way that something as horrible as this could be allowed to exist without participation in almost every level of government within the State of Arizona. From social workers, to judges, to politicians and law enforcement, everyone has to either be complicit or too afraid to expose the corruption, in order for something like this to exist. And it includes religious and private businesses as well, benefiting from the lucrative child trafficking system funded through foster care and adoption services.

Defying Gag Order, Woman Who Drove Arizona Girl Raped and Burned in Foster Care to Supervised Visits with Parents Speaks Out on Arizona Corruption

Beth Breen, the driver contracted by Arizona DCS to drive young Devani from the foster home where it was later learned she was repeatedly raped by her foster parent who was arrested for running a child pornographic and child sex trafficking ring out of his state-approved foster home, to her parents home 90 miles away each week for a 2-hour supervised visitation, was recently interviewed by Jim White at Northwest Liberty News. Breen states that she is under a gag order and not supposed to speak about the case, but she "doesn't care" because the gag order is unconstitutional. This is one of the most horrific cases Health Impact News has ever covered, and one of the most-read stories ever published on MedicalKidnap.com. Breen gives an update on the current situation in the interview, and states that Devani has still not been returned to her parents, or to her grandmother who has allegedly taken her petition all the way to the Arizona Supreme Court. One of the most incredible statements that Breen gives during the interview, is when she recalls her time in jail with Merissa Hamilton because they were peacefully protesting in Phoenix against the abuses committed against Devani by Arizona DCS in this case, and she said they talked to the other women who were in jail to find out why they there: "While we were in jail, we interviewed a lot of women in jail and asked them why they were there. When we told them what we were doing, they stood up and applauded us, because out of every women that we interviewed, their charges were drugs, and the reason they turned to drugs was (because) their children were taken away. And they fought and they fought, and they finally just gave up. Because you can't win in this system."

It has been well-documented that the State of Arizona removes children from their homes and places them in foster care at a rate that is higher than any other state in the U.S. In 2015, Arizona House Democrats wrote a letter to the governor asking why this rate continues to increase, and has reached a rate of 1 out of every 100 children in Arizona is in foster care. The front page of a January Sunday edition had a photo with this inscription: "Every 40 minutes, an Arizona child is removed from his or her home. We’re still asking, Why?" In 2017, Health Impact News reported on the arrest of Arizona foster parent David Frodsham, who allegedly ran a child pornographic and pedophile ring out of his state-approved foster home. After he was arrested, one of his foster children, Devani, was placed into another state-approved foster home where 80% of her body was burned by scalding water, forcing the amputation of her toes. Another boy who was part of his foster home aged out of the system at 18, and filed a lawsuit for $15 million for years of torture and sexual abuse. In April of 2018, federal law enforcement officials arrested Arizona residents Michael Lacey and Jim Larkin after years of investigating their involvement in human trafficking, including child sex trafficking, mainly through their online classified ads website “Backpage.com.” The website was also seized and closed down. Backpage.com has been linked to 73 percent of all child trafficking in the United States, as was revealed in a Senate investigation in 2017. Why are these horrific situations allowed to continue in Arizona? Why was it necessary to bring in federal agents to arrest David Frodsham, Michael Lacey and Jim Larkin after years of being involved in sexually trafficking children? Trial Begins for Little Arizona Girl Placed with Pedophiles in Foster Care and Burned by Adoptive Mom

A woman who was approved by the State of Arizona to adopt a child out of the foster care system is on trial for child abuse. Samantha Osteraas faces 2 counts of child abuse for scalding a little girl entrusted to her care, causing 3rd degree burns to almost 80% of her body, causing all 10 of her toes to be amputated, and nearly costing the child's life. During the trial, which is expected to end this week, 7-year-old Devani took the stand and told a jury that Osteraas held her down in the bathtub with a pink towel, according to the Arizona Daily Star. She is only 7 years old, but the beautiful child known to family advocates as "the little girl in the blue dress" has been through more abuse than most of us can imagine. Devani was taken at the age of 2 from her parents by Arizona's Child "Protective" Services - the Department of Child Services (DCS), but she was never abused in her parents' home. Her horrors began after she was in the custody of the State of Arizona. Before she was adopted by Samantha and Justin Osteraas, she was placed by DCS into a foster home with a man who is now serving prison time for running a pornographic and pedophile ring out of his home.
