Has Child Sex Trafficking Really Been Eliminated by Robert F. Kennedy at HHS?

In case you missed it last week, Secretary of Health and Human Services (HHS), Robert F. Kennedy Jr., announced at the White House that he had identified HHS as the “principle” cause of child sex trafficking in the U.S., and that he has now eliminated it.

Here it is in his own words:

I have seen no published documentation by HHS to back up Secretary Kennedy’s claims.

Perhaps one of our readers who knows how to file Freedom of Information Act (FOIA) requests could send one to Mr. Kennedy at HHS and find out what the source of his claims are?

Oh, but wait. Did Peggy Hall at The Healthy American just recently publish something about Mr. Kennedy eliminating all the FOIA offices at HHS? See:

Unless Mr. Kennedy was referring to the Child Welfare Program funded by HHS, which includes Foster Care, Adoption and CPS (Child Protection Police Services), I have no idea what, if anything, he actually eliminated.

So I decided to do a search for cases here in 2025 where foster parents were arrested for sexually abusing and trafficking children.

Hmmm…. Looks to me like child sex trafficking through HHS is alive and well here in 2025.

Here are some recent reports I found, and while it is true that most if not all of these cases started before the Trump Administration, please note how most, if not all, of these foster homes funded by HHS where these horrors happened, ARE STILL OPERATING TODAY!!

LA County Foster Care System to Pay $4 BILLION in Damages for Sexual Abuse of Children

The child welfare establishment just got four billion messages: Your system is not safe.

Five years ago, like many other states, California passed a law to reopen the statute of limitations so survivors of child sexual abuse could sue those responsible. What lawmakers had in mind, of course, was institutions such as the Catholic Church, then mired in scandal over abuses by priests and institutional cover-up.

As a result, to take one example, the Diocese of Los Angeles has had to pay $1.5 billion in settlements with survivors.

What lawmakers didn’t realize was that, horrific as were the predations of priests, they were nothing compared to the horrors inflicted in foster care – especially group homes and institutions.

As a result, to take one example: Los Angeles County is likely to agree soon to pay $4 billion – you read that right, four billion dollars [4]– to survivors of abuse inflicted on them when they were in the custody of the Los Angeles County foster care system and/or juvenile justice system.  The money will be divided among 6,800 survivors – and those are just the ones who suffered sexual abuse.

This $4 billion settlement is the latest illustration of the fact that the entire model of American child welfare was built on a false premise: that child removal equals child safety. Sure, it was said, being torn from everyone a child knows and loves might do emotional harm (in itself a dismissal of profound trauma) but at least they’ll be safe.

So let’s apply the rhetoric we’ve heard from the child welfare establishment decade after decade to these cases.  Some of the 6,800 were placed through the juvenile justice system (which, in itself is more likely if a child was placed in foster care first) but for those among the 6,800 placed through the child welfare system:

  • In every one of those cases, someone decided to tear their family apart in the name of “child safety.”
  • In every one of those cases, someone decided they were putting “child safety” ahead of “family preservation.”
  • In every one of those cases, someone decided they were acting in the name of “child protection.”
  • In every one of those cases, someone decided they were defending “children’s rights.”
  • In every one of those cases, someone decided they were putting those “children’s rights” ahead of “parents’ rights.”
  • In every one of those cases, someone decided to “err on the side of the child.”

Take a good, long look at how that worked out.  Then take another good, long look the next time you hear that same rhetoric from the take-the-child-and-run crowd.

Oh, but that crowd will say, those 6,800 cases were just aberrations. The scandals say otherwise.  Just in this decade scandals involving rampant abuse have made headlines in Arizona [5]Kentucky [6]Tennessee [7]Indiana [8]Utah [9]Oklahoma [10]Washington state [11], or Arkansas [12],  Connecticut [13]New York [14] and Rhode Island [15] – and I’m sure I’ve missed some.

The data also say otherwise. Yes, the majority of family foster homes are not abusive – it’s not clear if you can say even that about institutions; and, of course, institutionalization is inherently abusive [16].  Study after study, using conservative methodology, finds abuse in one-quarter to one-third of family foster homes [17] – and the record of group homes and institutions is even worse.

Foster care apologists also will say these suits deal with abuse from long ago, and really, truly, we’ve all cleaned up our acts since then! But that’s not what the U.S. Senate Finance Committee found just last year. [18]

Of course, instead of learning the right lessons, some lawmakers are rushing to try to extend protection not to the children but to the agencies responsible for the abuse. In California, private agencies that oversee foster homes and run group homes and institutions sought, and almost got, near immunity from lawsuits [19]. That failed, so now they’re trying for a bailout. New York agencies are doing the same. So are their counterparts in Illinois.

The Los Angeles settlement is far from the end of the story, even in California.

On the very day the Los Angeles settlement was announced the second of two sets of lawsuits [20] was filed by scores of people who say they survived horrible abuse at the Polinsky Children’s Center in San Diego. (Full article [3].)

Former foster parent sentenced to decades behind bars for molesting juveniles

From WAFB 9 in BATON ROUGE, La. [21]

A former foster parent will likely spend the rest of his life behind bars after receiving a decades-long sentence for molesting juveniles.

Michael Hadden was sentenced on Monday, April 28, to 318 years in prison for 10 charges related to the molestation of three children who were in his care. He will serve all 10 counts consecutively.

  • Count 1 – 99 years without parole
  • Count 2 – 99 years without parole
  • Count 3- 10 years without parole
  • Count 4- 20 years
  • Count 5 – 20 years
  • Count 6 – 10 years without parole
  • Count 7 – 15 years without parole
  • Count 8- 15 years without parole
  • Count 9- 15 years without parole
  • Count 10 – 15 years without parole

A jury found him guilty on all charges on April 9. (Source [21].)

Former foster parent, firefighter sentenced in federal court for child sex crimes

Jeremy Chesser, 42, of Maumee, was sentenced to 30 years for sexually exploiting minors, and receiving and distributing child pornography for more than 10 years. (Source [22].)

Adopted daughter impregnated, children go days without eating – Foster Parents facing charges that include child molesting, promotion of human trafficking, neglect of a dependent, strangulation and domestic battery.

Excerpts:

A man and a woman are facing more than 120 charges combined in a Morgan County case.

The 155-page probable cause affidavit became available Wednesday, Jan. 22, revealing new details in the case.

Sonja Stafford, 60, who now lives in Plainfield, is facing 62 charges, including promotion of human trafficking, strangulation, domestic battery, neglect of a dependent and obstruction of justice.

Brian Stafford, 60, who now lives in New Castle, is facing 59 charges, including child molesting, promotion of human trafficking, neglect of a dependent, performing sexual conduct in the presence of a minor and performance before a minor that is harmful to minors. (Source [23].)

Woman who has fostered more than 200 children facing ‘particularly heinous’ abuse charges

Police are investigating allegations that Brenda Deutsch, who collects exotic animals, may have traded her foster child in exchange for a monkey.

A Lincoln County woman is facing multiple charges [25] after police said she assaulted and abandoned a teenage girl for whom she was supposed to be caring.

Brenda Ruth Deutsch was charged with two counts of abuse or neglect of a child and one count of endangering the welfare of a child. Lincoln County Prosecutor Mike Wood said Deutsch was a foster and adoptive parent.

Deutsch was taken into custody this weekend.

According to the probable cause statement, police said an investigation started on Nov. 21 when Deutsch requested to take the victim to Deutsch’s friend in Texas. Police got involved in the investigation after the Missouri Department of Social Services Children’s Division got an anonymous tip alleging mental and physical abuse of the victim.

The probable cause statement said Deutsch arranged for the girl to go to Texas to stay with Deutsch’s friend, where a witness told police she was left alone in a house with exotic animals and dirty conditions.

Deutsch collects exotic animals, Wood said, and they’re investigating allegations that she traded the girl in exchange for a monkey.

“A witness who had come forward with some information regarding the systemic abuse that was going on in the home, had said that they had been asked to bring the child down to Texas and bring the monkey back in return,” Wood said. “Obviously we have to do more investigation to see if that’s actually credible or if that’s true.” (Full article [24].)

This is, sadly, but a small sample of stories like this that happen every single day across the U.S.

Child sex trafficking is still alive and well today, funded by HHS.

Rescue those who are being taken away to death; hold back those who are stumbling to the slaughter.
